Expansion of the portfolio of services under the urban property ownership records system

 

Based on the requirement of citizens, stakeholders, Revenue Department and Government, it may be deemed necessary to add more services to the portfolio of existing UPOR services.

 


In such a case the Revenue Department, the TSP and SP will evaluate which existing services closely matches the new service planned to be delivered and they will mutually agree to fix the service rates as close as possible to the pre-existing service with maximum possible variation of + / - 20%. In case no agreement is reached by both or one of the private partners on the matter, the issue will be discussed in the Project Monitoring Committee (PMC).  The PMC, in view of public interest, shall unilaterally fix the service charge and the SP and TSP will be bound to agree to such directions.

 


In case of necessity, the SP may be directed to collect required field data that would enable delivery of these additional services. SP shall not refuse collection of such additional field data. No extra amount shall be paid to SP for collection of data. The SP will recover the cost only through the user charges which the SP and TSP would collect from provisioning of services.
In case, a service can’t be related to any of the existing services, the charges to be paid for that service to SP will be decided by Project Monitoring Committee. The charges to be paid to the SP and TSP will be in the ratio as prescribed in the tender document.
